Charles is definitely not entirely on moral solid ground here. He is being manipulative, and making decisions for Erik, even though he knows that's wrong.

I'm thinking only about three years or so have passed since the events of the movie. Not an eternity, but long enough for Erik to have done some questionable things in the meantime.
